The Expected Family Contribution (EFC) is how much money your family is expected to pay toward your college education for one year.
Typically, the lower your EFC, the more financial aid you will receive. Factors such as family size, number of family members in college, family savings, and current earnings (information you provide on the FAFSA) are used to calculate this figure.
The same information is also sent to the schools you listed on the FAFSA. The financial aid office will use your EFC to determine your financial need.
Need is defined as the difference between the cost of attending college and your EFC:
Cost of attendance (COA)

= Financial need
Based on that, the financial aid office of the schools you listed on your FAFSA will prepare a financial aid package and craft a financial award letter explaining to you exactly what they can offer you in terms of aid.
13 is a low number so you can reasonably expect a decent amount of aid from your school(s).

I can't help you too much with the cal grant stuff because I don't live in California and I don't have any first hand experience with it, but I can try. I can tell you confidently, however, that you need to fill out the FAFSA before you will get any money whatsoever... You will automatically be awarded the Pell Grant if your financial situation (low income) calls for it. I am assuming that since the cal grant is a state program, you could get more details about that through your school's financial aid office. From what I've read, to qualify for a cal grant, you have to fill out a FAFSA and submit your GPA. Some schools do it automatically for you, others do not.

Having a child does not always equal 'independent' for financial aid. The key here is 'do you have a child/children that you support more than 51% financially. It sounds like her answer will be no, thus leaving her dependent for educational purposes.
That said........if she receives any government assistance, ie; foodstamps, WIC, Medicaid for the baby.......that could be used in granting her a dependency override.
Any financial aid officer worth their salt will dig deeply to see where she stands.

You CAN get started on the FAFSA application if you don't have a pin, but you would have to save it on the page where it asks for you to put in your pin number. When you submit a FAFSA application without a pin number, it's considered incomplete and that will cause a delay.

So here's the thing, I have a unqiue situation where I dropped out of public schools junior year, enrolled in a home school program,and while I was doing that I worked full time for a year to help out family. I have no money saved and am probably in debt right now. I am not curently working, but when I apply for FAFSA, they ask for 2007 tax return information. It shows that I made a lot of money for someone age, so they will probably not give me any financial aid. However I am actually in a tight situation and can not afford to pay for college. You cant take your information off of your FAFSA but you can go to ur finacial aid office and ask them to make out the form which updates your current income. They allow you to do this when you lose employment or your general situation changes. The school is who figures your aid out so they will be able to help you get what you need, just hound them alot.

i dont think that will harm anything but try not to make any more changes. it would stand to reason that every time you make a change you may be holding up time that they could be processing your fafsa application and sending out your award letter.

If they are his children (and not yours) they you would not include them. If they are both your kids, then are you sure you aren't common law married and filing your taxes together?
